Real Estate Entitlement
Jared M. Westhoff has 20 years of experience improving real estate with over 100 government approvals ranging from: annexations; disconnects/de-annexations; zone changes; subdivision plat approvals; creation of a Basis Local District (Utah’s first); planned unit developments (PUD); conditional use, grading, encroachment, and building permits approvals; Special Service Districts enlarging of service area, to shrinking of service area to adding and removing services; development agreements; plat and PUD amendments; plat abandonments, road dedications, RDA’s, ETIF, TIF’s, participation agreements, etc.
Development (Firefly – a Master Planned Community)
Pole Canyon a master planned community in Utah county was put together in partnership with Development Associate Inc. (DAI). The 2,500 acres and some of the surrounding property was annexed into Eagle Mountain City with entitlements secured through a development agreement for up to 9,659 residential units, 180+acres of commercial, 160+- acres of parks, and 452+- acres of industrial land. Economic Development
Jared understands the complexities of Tax Increment Financing (TIF), EDTIF tax credits, Special Assessment Areas, General Obligation bonds, Special Obligation bonds and how these tools can be used to lure companies to locate in the industrial park he co-manages. This experience helps with all projects he manages.
Infrastructure Planning
Understanding how both System and Local infrastructure improvements work are core areas of strength that greatly help and aide Jared when seeking government approvals and making a project work financially. Planning for master and local infrastructure: power; natural gas; drinking, storm and waste water; regional and local roads; regional and neighborhood parks are all part of what Jared does with projects of all sizes.
Cash Flow Asset Management
Jared’s management of long term hold assets include: commercial in-line space, an apartment building, an RV park, single family homes and multi-family units. Jared understands the need for good tenant management includes triple net and other leases with the willingness to enforce provision contained in the lease along with a sharp pre calcification process. Property management requires common area maintenance plans and appropriate sinking funds for the assets involved.
Recreational Properties
Jared is the managing partner for 5 RV Resorts that are located the Northern part of Utah. These properties have a combined total of just over 400 RV pads and tent sites along with a handful of cabins.
Distress Properties 190+
Distress properties have been bought and sold. Approx. 60% of the properties came pre-foreclosure by working with homeowners and banks to avoid the extra costs and conscience of foreclosure and bankruptcy processes. Other came through banks REO departments and from note purchases.
Numbers
Knowing the numbers is perhaps the most critical element of any project. When working with a purchase, cities for approvals and contractors during construction JARED develops and keeps a spreadsheet to guide any decisions with the knowledge of how decisions/changes will affect the budget, projected IRR and debt coverage service ratio’s.
Speed
In 2016 Jared was the lead on entitling 24 acres into a Planned Unit Development (PUD) that was approved in 60 days. The Grand Staircase Resort approvals included: RV’s (57), Cabins (25) and Tent Sites (35), Commercial Pads (3) and Vacation Homes (39). This project’s first phase of construction was completed in less than 6 months from acquisition of the property.
